该项目以遥感与地理信息系统、地面监测系统、网络通讯等高新技术为基础设计农情监测系统的结构,研究了主要农作物的面积、长势、灾害、产量等主要农情要素监测的关键技术;建立覆盖全国的农情监测运行系统。其特点与技术创新主要体现在以下几个方面:(1)在系统设计方面,全面系统地研究了农情遥感监测的关键技术与管理,在国内首次设计了覆盖全国、包括主要农情要素的遥感监测系统。实现了业务运行且证明技术可行。(2)技术路线采用地面与遥感监测相结合,遥感监测以NOAA/AVHRR数据为主与GIS背景库分
