民生是社会管理之基、和谐稳定之本。我国当前正处于社会矛盾凸显期,大量矛盾纠纷是由民生问题引发的。如果民生诉求得不到及时回应,民生困难得不到妥善解决,就不可能从源头上改进社会管理。因此,决不能就事论事地抓社会管理,必须把源头预防和末端治理紧密结合起来,尤其是在解决民生问题上,我们等不起、拖不得,必须有十分强烈的责任感和紧迫感。要加大投入抓民生。按照科学发展观的要求,统筹经济社会发展,把保障和改善民生作为经济发展的根本目的,作为社会建设的重中之重,作为党和政府一切工作
Livelihood is the basis of social management, harmony and stability of the country. At present, China is in a period of prominent social conflicts. A large number of contradictions and disputes are caused by people’s livelihood issues. If people’s livelihood appeal can not be promptly responded to, people’s livelihood difficulties can not be properly resolved, it is impossible to improve social management from the source. Therefore, we must never grasp social management on the basis of facts. We must closely integrate source prevention with end-state governance. In particular, we must not afford to wait until the people’s livelihood is solved. We must have a very strong sense of responsibility and urgency. We must increase investment in people’s livelihood. In accordance with the requirements of the scientific concept of development, we should make overall plans for economic and social development, regard the guarantee and improvement of people’s livelihood as the fundamental objective of economic development, and give top priority to social construction and all the work of the party and the government
