近年来,随着经济的发展,社会的企业群体也在与日俱增。然而,在经济发展的背后,企业劳资矛盾在也呈迅速上升趋势,已成为当前社会矛盾的一个重要方面。当有劳资矛盾纠纷发生时,劳动者合法权益受到侵犯时,一方面是劳动者自行主动向有关部门进行投诉举报,但除此以外,仍有大量的劳动者的矛盾、纠纷未能通过举报仲裁解决,而往往采取上访,甚至群访、越级上访、向媒体反映等办法来解决。甚至还有相当多的利益受害者,一方面是忍气吞声,另一方面是埋怨社会,埋怨政府。长此以往,如果这些劳资矛盾问题得不到应有的重视,出现的矛盾得不到有效的解决,那么势必会影响社会的和谐和劳动者的工作积极性。
