市场、政府、社会等外部力量及高职院校的内部力量共同影响着高职院校的发展。我国高职院校发展动力不足的原因在于高等职业教育自身未能完成市场化制度变迁,利益相关者作用力不均衡,决策过程中利益相关者缺席。优化高职院校发展的动力系统,需要建立基于整体效益共识的民主机制,促进多元利益主体合作博弈,实现利益相关者共同治理。
External forces such as market, government and society as well as the internal forces of higher vocational colleges jointly influence the development of higher vocational colleges. The reason for the insufficient motivation of higher vocational colleges in our country lies in the fact that the higher vocational education itself fails to complete the changes of marketization system, the unbalanced forces of stakeholders and the absence of stakeholders in the decision-making process. Optimizing the motivation system for the development of higher vocational colleges requires the establishment of a democratic mechanism based on the consensus of overall benefits, the promotion of cooperative game among multiple stakeholders and the common governance of stakeholders.
