根据国家统计局最新公布的数据,2003年~2012年,我国的基尼系数先扬后抑,2008年达到高点0.491,其后逐年回落,至2012年为0.474,居民收入差距仍然较大。西方国家居民收入差距的缩小主要通过再分配环节来实现,在我国,税种收入在总税收中的比重过低,税收公平分配功能有限,调节乏力。甚至某些再分配政策存在逆向调节,使居民收入差距难以有效缓解。因此,有必要进一步加大国民收入再分配的改革力度。
According to the latest data released by the National Bureau of Statistics of China, from 2003 to 2012, the Gini coefficient of our country started to increase and reached the peak of 0.491 in 2008, and then dropped to 0.474 in 2012. The gap between residents is still wide. The narrowing of the income gap between residents in Western countries is mainly achieved through redistribution. In our country, the tax revenue is too low in the total tax revenue, the tax revenue is fairly distributed, and the adjustment is feeble. Even some redistribution policies exist to reverse regulation, so that the income gap between residents can not be effectively alleviated. Therefore, it is necessary to further increase the reform of national income redistribution.
