水权交易是指水权在不同主体之间转移的行为。政府所具有的经济管理和公共事务管理双重基本职能是政府适度介入水权交易的前提和基础。水资源自身的特性、水权自身的特性以及水权交易所产生的外部性说明了水权交易中政府介入的必要性。政府在水权交易中发挥作用的路径在于:通过配置初始水权而发挥作用;通过实施制度供给而发挥作用;通过塑造交易环境而发挥作用。
Water rights trading refers to the transfer of water rights between different actors. The dual basic functions of the government in economic management and public affairs management are the preconditions and foundation for the government’s proper intervention in water rights transactions. The nature of water resources, the nature of water rights and the externalities arising from water rights transactions illustrate the necessity of government intervention in water rights transactions. The government’s role in water rights trading lies in: acting through the allocation of initial water rights; through the implementation of institutional supply; and through shaping the trading environment.
