近日,财政部新增60个国库管理制度改革试点单位,即40个中央部门进行支付改革试点,20个中央部门进行收入收缴改革试点。这次新增改革试点部门的数量是从2000年开始实施国库管理制度改革以来最多的一次。加上已开展的38个中央部门的支付改革试点和15个中央部门的非税收入收缴改革试点,目前整个国库管理制度改革试点工作进展顺利,取得阶段性成果。从各省市区来看,安徽、四川、福建、重庆、辽宁、内蒙古、湖南、甘肃、宁夏、黑龙江、江苏、山东、河北等地,也积极进行了改革试点。根据党中央、国务院的要求,这项改革将在“十五”期间基本上把新的国库收付制度的框架建立起来。不久的将来,从中央到地方都将建立与公共财政和市场经济相适应的现代财政国库管理制度。
Recently, the Ministry of Finance added 60 pilot units for the reform of the state treasury management system, that is, 40 central departments conducted pilot reform of payment reform and 20 central departments conducted revenue collection and reform pilot projects. According to the requirements of the Party Central Committee and the State Council, this reform will basically establish a framework for the new Treasury receipt and payment system during the “Tenth Five-Year Plan” period. In the near future, from the central government to local governments, a state treasury management system will be established that is compatible with public finance and market economy.
