“礼”包括文化、思想道德等内容;“法”包括国家法律法规,也包括医院自身政策制度。社会变革过程中,医院要认识到“礼法合治”的双向性。公立医院改革是医改的重点和难点,当前公立医院的改革主要集中在运行机制、治理机制、管理体制、医保付费机制、财政补偿机制、价格机制等方面,而对于医院文化和法制建设在治理机制中的作用认识还不足。中共中央总书记习近平在主持学习时强调,历史是最好的老师,推行“礼法合治”思想不仅是在回顾历史,更是在给国家未来发展以导向。毋庸置疑,“礼法合治”的思想,也给公立医院改革和医院治理带来了启发。

Needless to say, the idea of “etiquette and rule of law” has also inspired public hospital reform and hospital governance.
