失业保险是对因失去职业而暂时中止生活来源的劳动者提供的物质帮助。目前对失业有两种观点:一种观点认为,失业就是失去了职业,凡是有职业、有工薪收入的都不是失业;另一种观点认为,不管有无职业,凡是无事可干的,实质上都是失业。笔者认为前者是从表面上看问题,没有触及问题的实质;而后者才是抓住了问题的实质。实际上我国一直存在着严重的失业,仅城市隐性失业就有3000万人。当前紧迫的是控制失业率过快增长,加快失业保险的发展,否则就会引起社会动荡。 失业保险是社会保障的一项重要内容,在社会政治、经济生活中具有十分重要的地位。改革10多年来的实践证明,失业保险对保障失业人员生活,维护社会安定,起到了
