动态警务控制机制是现代警务机制的重要组成部分,贯穿着动态平衡、犯罪控制、快速反应、问题导向和成本效益等核心理念,以情报信息为导向、以快速及时为核心、以高效运作为取向、以打击现行为目标、以现代科技为依托是其基本特征。实施动态警务机制应立足于“四动”:动态预警,推行警情信息主导警务,使打击防范更具针对性和实效性;动态指挥,运用现代先进高科技指挥平台,尽量缩短警情滞留和指挥运作时间;动态布警,科学配置警力的投向和投量,把有限警力投放在最关键地方;动态联动,优化警务协调配合,为实行动态警务控制机制提供坚实基础。
