《推进“互联网+政务服务”开展信息惠民试点实施方案》提出,要借鉴发达国家依托公民号等开展“一号”管理服务的经验,着力构建新型政务服务体系。那么,“一号”管理服务到底什么样?近年来,尽管各地区各部门按照党中央、国务院的部署和要求,积极探索创新,不断改进政务服务。但是,困扰基层群众的“办证多、办事难”现象仍然大量存在,造成群众重复提交办事材料、往返跑腿,给群众办事创业带来诸多不便。
