印度封是指20世纪初西藏刚刚出现现代邮政时,通过印度寄出来的实寄封,主要是国内封,是极为罕见的珍品。1897年,大清开办国家邮政,不久清政府责成邮政总办帛黎(T.Piry1850-1918,法国人)筹划在西藏设立邮政之事。当时,帛黎提出:“西藏,现有印度邮差可以帮助中国传递邮件,中国可以不必再支付许多邮政费用来自行开辟邮路。”这种以“印邮代中邮”的主张,当然不会得到清政府的支持,但是的确可行。
