道路交通是林业建设和发展的前提条件。林区公路建设和管理部门应该提高认识,明确“建设是发展,养护管理也是发展”的硬道理。当前,林区公路养护存在意识淡薄、机制欠缺、养护不当和规划不周等问题。为此,技术上,应对林区公路普遍存在的翻浆、裂缝和路基沉降等问题对症下药,适时养护;管理上,应增强养护意识、增加养护经费、实施车辆载重管理制度和加强信息管理等,以期达到1+1>2的效果。
Road traffic is a prerequisite for the construction and development of forestry. The highway construction and management departments in the forest areas should raise awareness and make clear the principle that “construction is development, maintenance and management are also developments.” At present, there are such problems as weak awareness, lack of mechanisms, improper maintenance and poor planning in highway maintenance in the area. To this end, technically, coping with problems such as flooding, cracks and roadbed settlement that are common to forest roads should be dealt with timely and properly. In terms of management, conservation awareness should be enhanced, maintenance expenses should be increased, vehicle load management system and information management should be strengthened. Achieve 1 +1> 2 effect.
