建立军人保障制度对加强新时期军队建设意义重大,在确立制度和制定大政方针时要准确把握党和国家的政策、法规。在具体制定军人保险制度时,要遵循依法实施的原则,符合国情、军情的原则,权利与义务相统一的原则,公平与效率相结合的原则,整体设计、分步实施的原则,政事分开的原则。目前要在合理确定保险项目与给付标准、建立稳定的基金来源、专业人才队伍建设这三个方面着手研究,开展工作。
