无论从社会、经济还是生态的角度出发,瑞典沿海渔业大多是不可持续的。我们建议采用地方渔业管理(LFM)作为对当前大规模管理体制进行调整以实现可持续的手段。实施地方渔业管理工作需要首先回答如下两个问题:如何在不同的资源使用者群体之间分配鱼类资源?如何调整当前的渔业管理以达到可持续的目标?我们从这些问题着手,描述近期研究工作中涉及的瑞典沿海渔业问题几种可能的地方渔业管理形式。调整渔业管理的生物及社会前提是从对瑞典渔业中的生态及管理状况的分析中得出的。针对地方渔业管理中实施的各项任务、管理团体的作用、管理区域的确定及其适当规模等问题,我们对三种类型的地方渔业管理(即:基于所有者的管理,基于使用者的管理和基于社区的管理)进行了分析。
Sweden’s coastal fisheries are mostly unsustainable, from a social, economic or ecological point of view.
