雄伟庄严的人民大会堂,作为建国10周年的十大建筑之一,迄今已近四十年了。限于当时的情况,内部结构有很多不合理之处,室内装潢亦由于时间的久远,也有陈旧落潮之感。近几年来,国家拨出巨款,对大会堂的内部结构进行改造,对地面、墙面进行全面装潢。以各省、市、区命名的厅,仍由省、市、区各自出资改造、装修。 根据人民大会堂管理局的统一部署,江苏厅的改造装修工程要在1994年国庆节后动工,并赶在全国人大八届三次会议之前完工。开工和完工的日期框定,就必须充分利用有效的三个多月的工作时间,日夜抢工保进度,才能按时完成。为了在施工中不出任何差错,就必须要有一个全面的、细致的整体改造装修方案。为此,江苏省人民政府在1994年7月,组织了四个单位的设计专家和技术人员到人民大会堂参观、学习、考察,仅一个多月时间,就拿出了十多个装修方案。省政府组织各有关部门,对众多的方案进行集体会审,博采众家之长,并最终确定由南京艺术学院、无锡江南装饰广告公司设计院为联合设计单位。两单位精诚合作,很快拿出了联合设计方案,又经有关专家、领导的几次会审,并与人民大会堂管理
