循环经济以生态学、生态经济学、可持续发展理念为理论基础,它的本质是一种物质闭环型的生态经济。在制度经济学层面上,循环经济又可看作是一种新的制度安排和经济运行方式。从构建和谐社会的角度来看,循环经济又是保障经济和社会和谐运行的重要手段,需要在制度上和管理上进行保障和支持。
Circular economy is based on the theory of ecology, ecological economics and sustainable development. Its essence is a closed-loop ecological economy. In the institutional economics level, circular economy can be seen as a new institutional arrangement and economic operation. From the perspective of building a harmonious society, circular economy is an important means of ensuring the harmonious operation of economy and society, and needs to be protected and supported systematically and administratively.
