由宁波市农办、劳动保障局、教育局、农业局和财政局联合制定的《关于加强农民培训工作的实施意见》日前出台。《意见》提出,当前着重要抓好三大培训工作:一是农村富余劳动力的职业技术培训。计划从2003年起5年内,全市完成20万至30万人次的农民培训。二是农业技术培训,使农业劳动力普遍掌握1至2项农业实用技术。今后5年内,全市完成45万人次的农技培训;5万农业劳动力获得绿色证书或农民技术员证书。三是农民的学历培训和新一代农民的培养。今后5年内,完成1000名优秀农民进高校培养,获得农业高级研修证书;培养1500名农业职业学校毕业生;全市农村青壮年劳动力具有高中以上文化程度的达到30%以上。
The “Opinions on Strengthening the Training of Peasants” jointly formulated by Ningbo Agricultural Bureau, Labor and Social Security Bureau, Education Bureau, Agriculture Bureau and Finance Bureau have been promulgated recently. According to the Opinion, the three major training programs are currently focused on: First, vocational and technical training for surplus rural labor force. It is planned that during the five years from 2003, the city will complete 200,000 to 300,000 peasant trainings. Second, agricultural technology training, so that the agricultural labor force generally grasp 1-2 practical agricultural technology. The next five years, the city completed 450,000 person-times of agricultural training; 50,000 agricultural laborers get the green certificate or peasant technician certificate. Third, educate the peasants and cultivate a new generation of peasants. In the next five years, 1,000 excellent peasants will be completed and trained in colleges and universities, obtaining a certificate of advanced agricultural training; cultivating 1,500 agricultural vocational school graduates; and the labor force of young and middle-aged rural workers in the whole country will have a degree of high school education above 30%.
