从20世纪90年代至今,区域经济一体化合作组织如雨后春笋般地在全球涌现,形成了一股强劲的新浪潮。海关作为进出口监督管理职权的国家行政机关,处在对外贸易的重要位置,其监管的进出口货物变化状况直接反映了区域经济的发展形势。这也使得区域经济一体化进程对海关发展提出了新的、更高的要求。优化海关运行管理机制、提高监管和服务水平成为我国海关必须坚持把握的基本发展思路。
Since the 1990s, the regional economic integration and cooperation organizations have mushroomed around the world, forming a strong new wave. As the state administrative organ under the authority of import and export supervision and administration, the Customs is in an important position in foreign trade. The changes in the import and export goods under its supervision directly reflect the development of the regional economy. This also makes the process of regional economic integration put forward new and higher requirements on the development of the customs. Optimizing the customs operation and management mechanism and raising the level of supervision and service have become the basic development ideas that Chinese customs must adhere to.
