一、概念工作任务描述是利用科学的方法将一个机构(单位)的所有具体工作进行详细的描述,说明不同人员完成他们的工作所需要的知识与技能,完成工作所必须遵循的程序或步骤。卫生人力规划是国家卫生规划的一部分。它是根据卫生人力与卫生服务的目前状况、人口与经济的发展趋势,来预测将来若干年后的卫生服务需要和需求情况,再把这些需要和需求转换为卫生人力需要量。规划应包含数量和组织管理协调两个方面。后者是有效开发利用卫生人力资源,使其有效发挥作用以达到规划目标的问题。前者则主要强调卫生人力供给量和需要量的预测。供给量预测主要考虑卫生人力来源与流失两大部分。需要量预测主要从预测期人群对卫生服务的需要和需求情况入手,结合人口的经济发展趋势,来预测满足这些需要(需求)应有的卫生人力需要量。
I. Concept Work task description is to use a scientific method to describe all the specific work of an organization (unit) in detail, explain the knowledge and skills required by different people to complete their work, and the procedures or steps that must be followed to complete the work. Health workforce planning is part of the national health plan. It is based on the current state of health workforce and health services, population and economic development trends, to predict the health service needs and demand situation in the coming years, and then convert these needs and needs into health workforce requirements. Planning should include two aspects: quantity and organizational management coordination. The latter is an issue of the effective development and utilization of human resources for health to enable it to effectively perform its role in meeting planning goals. The former mainly emphasizes the forecast of the supply and demand of health manpower. The supply forecast mainly considers the two sources of the source and loss of the health manpower. The forecast of demand mainly starts with the needs and demands of health services in the population during the forecast period, and combines the economic development trend of the population to predict the health manpower requirements that meet these needs (demands).
