首先从政策驱动、项目拉动和服务推动3个维度罗列出政府行为的构成因素,接着运用因子分析法筛选出核心因子,并通过变异系数法对各核心因子进行赋值。研究结果表明,政府的政策制定和人才培育最为重要,载体建设和协调处理则次之,项目设立紧随其后,且都是驱动服务升级所不可或缺的动力。
First of all, the factors of government behavior are listed from the three dimensions of policy-driven, project-driven and service-driven. Then the core factors are screened out by factor analysis, and the core factors are assigned by the method of variation coefficient. The results show that government policy formulation and personnel training are the most important, followed by carrier construction and coordination and project establishment followed closely and are both indispensable motivators for service upgrading.
