水文工作是开发水利,防治水害,保护环境,服务于经济建设和社会发展的重要基础工作,是一项公益性科技事业。近几年来,我国水文工作陷入经费拮据,发展停滞,无力维持简单再生产的困境。在探讨困境的成因时,人们习惯于从投资不足这一方面去寻找答案,这几乎成为一种思维定势。其实,投资不足仅仅是表层原因。那么,困境的深层原因是什么?如何走出困境?本文就此进行粗浅的探讨。
Hydrological work is an important basic work of developing water conservancy, preventing and controlling water damage, protecting the environment and serving economic construction and social development. It is a non-profit scientific and technological undertaking. In recent years, the hydrological work in our country has been in financial difficulties and stagnated in development, unable to maintain the predicament of simple reproduction. In exploring the causes of dilemmas, people are accustomed to looking for answers from underinvestment, which is almost a matter of mindset. In fact, under-investment is only a superficial reason. So, what are the underlying causes of the dilemma? How to get out of the dilemma?
