医疗费用连年来的大幅度上涨给企业带来了沉重的负担,已引起各有关部门的广泛注意。改革现行劳保医疗制度已是诸多有识之士的共识。我院属于国家甲级设计院。实行事业单位企业化管理,职工享受劳保。全院在册职工连同退休人员共1300余人。1991年用于医疗费的总支出及人均用费数比1985年增加约6倍,远远高于上海市公费及兄弟单位的平均水平,使得福利基金捉襟见肘,为使企业有限的财力更有效的保障职工的身体健康.在1991年4月取消劳保记帐的基础上做了进一步改革,已初见成效予以介绍。
The huge increase in medical expenses over the years has brought a heavy burden on companies and has caused extensive attention from various departments. The reform of the current labor insurance medical system has been the consensus of many people of insight. Our institute belongs to the National Class A Design Institute. The implementation of corporate management of institutions, employees enjoy labor insurance. There are more than 1,300 registered employees and retirees in the hospital. In 1991, the total expenditure for medical expenses and per capita use fees increased by about 6 times than in 1985, far higher than the average level of Shanghai public funds and fraternal units, making the welfare funds stretched, and making the limited financial resources of enterprises more effective. To protect the physical health of the employees, the reform was completed on the basis of the cancellation of labor insurance accounts in April 1991. The results have been introduced for the first time.
