1992年11月,全国工会财务会议决定,从1993年起省级工会上解全总经费实行按比例回拨补助的办法。我区在会后立即召开地市工会财务会议,认真学习这一新办法,决心抓住12月份的有利时机,按《工会法》和财政部文件规定,努力把应收经费收齐收足。结果,全区去年12月份收到了全年经费收入的28.36%,比三季度经费收入增长8%,不少单位当年经费收缴率达到90%以上,取得了立竿见影的效果。今年一、二月份,经费收入也比去年同期有较大幅度增长,这和我们及时贯彻落实全总改革办法是分不开的。我们的主要做法如下:
In November 1992, the National Trade Union Financial Meeting decided that from 1993 onwards, provincial-level trade unions will find that their total funds will be allocated a pro-rata subsidy. Immediately after the meeting, the district held a financial conference of municipal trade unions to earnestly study this new measure and determined to seize the favorable opportunity of December. According to the provisions of the “Trade Union Law” and the provisions of the Ministry of Finance, efforts should be made to close the receivables. As a result, the entire district received 28.36% of the annual financial income in December last year, up 8% over the third quarter, and the collection rate of funds of many units in that year reached more than 90%, with immediate results. In January and February this year, there was also a substantial increase in financial income over the same period of last year.
