一九二七年大革命时期,衡阳县的农民革命斗争风起云涌,农会会员曾发展到六十万人,成为湖南省农会会员最多,革命斗争十分出色的模范县。衡阳农运为何如此发达,农运的深度和广度如何?理解了这些问题,对于理解大革命时期湖南农运无疑地会有很大的帮助,因此,我们将衡阳县委党史办最近从中国人民革命博物馆中发现的衡阳县草塘乡(现咸水乡)农民协会一九二七年二月二十八日颁布的《关于开展政治经济斗争的决议案》,全文刊载出来,以供党史界研究利用。从这份充满“粪土”气息的文件中我们不难看出,它在相当大的程度上体现了农民的心声。《决议案》全文如下:
During the Great Revolution of 1927, the revolutionary struggle of peasants in Hengyang County surged.
