自然资源是人类赖以生存的物质基础.土地资源由于采矿引起的严重破坏,逐渐引起各国的重视.早在本世纪20年代,西德对露天开采褐煤区进行土地垦复,绿化造林,其垦复率达70%以上,美国垦复率达68%,苏联为20%.我国矿产资源丰富,巳探明的矿产达100多种,有各类主要露天矿1507个,而进行矿区土地垦复工作的还不到10%.
