苏共二十六次代表大会决议规定:要提高精神鼓励和物质奖励方法的效果;加强劳动工资的鼓励作用;各国民经济部门、公司、企业要保证使劳动效率的增长速度超过劳动工资的增长速度。 在各项规定中,第十一个五年计划摆在苏联矿工面前的重要而又艰巨的任务是,主要依靠提高劳动效率来保证煤炭产量和加工量的增长。这一问题的重要性是由于国民经济对煤炭需要量的不断增长及补充劳动力来源的困难所决定的。
The resolution of the Twenty-sixth Congress of the CPSU provides that the effect of the methods of spiritual encouragement and material reward should be enhanced; the encouragement of labor wages should be strengthened; and all national economic departments, corporations and enterprises should ensure that the growth rate of labor efficiency exceeds the growth of labor wages speed. Among the provisions, the important and daunting task that the Eleventh Five-Year Plan placed before the Soviet miner was to rely mainly on increasing labor efficiency to ensure the growth of coal production and processing volume. The importance of this issue is determined by the national economy’s increasing need for coal and the difficulty of replenishing the labor force.
