湖南省临湘县委办公室把为县委和上级党委实行政治领导与宏观决策当好参谋作为服务的重点,使办公室的工作在改革中跃上了一个新的台阶。1988年,这个办公室先后组织各类调研活动28次,取得了一批有一定深度和预见性的调研与信息成果,不仅大多进入县委决策层和工作指导层,而且有相当一部分进入上级领导机关的工作层次。据统计,去年被省以上领导机关采用的文稿和信息53篇,其中中央级刊物采用21篇,省级刊物采用32篇,特别是《求是》、《每日汇报》和《内参选编》这些高层次刊物,共采用他们报送的文稿和信息9篇。他们的主要经验是,要提高服务层次,必须深化参谋思路。
