12月15日,国家发展和改革委员会正式发布《完善煤炭产运需衔接工作的指导意见》,终止了一年一度的煤炭订贷会,取而代之为网络汇总。发改委表示,煤炭价格继续实行市场定价,由供需双方企业协商确定,要推进煤电价格形成机制改革,理顺煤电价格关系,促进协调发展。当前,要保持煤炭、电力价格基本稳定。政府不再集中安排煤炭供需双方“集中衔接”。
