以工程项目管理为中心,建立了一套激励约束机制,对提高施工单位的项目管理质量具有很重要的意义。分析了安全管理的要素,即政策依据、组织结构、决策和实施、业绩测量与总结,提出了安全生产的目标,即树立科学的安全生产观念和实施安全生产目标管理。根据目前建筑安全管理体制的困惑,阐述了企业应建立和健全安全生产管理自我约束和激励机制,指出应在安全生产目标、制度、监督等方面下功夫,探索了安全生产管理的方法和途径,对安全生产管理有一定的借鉴意义。
With project management as the center, a set of incentive and restraint mechanisms has been established, which is of great significance to improving project management quality of construction units. Analyzed the elements of safety management, namely policy basis, organizational structure, decision-making and implementation, performance measurement and summary, put forward the goal of safety production, that is, establish scientific concept of safety production and implement management of safety production target. According to the confusion of current building safety management system, this paper expounds that enterprises should establish and improve the self-restraint and incentive mechanism of safety management, and point out that they should work hard in safety production objectives, systems and supervision to explore ways and means of production safety management, There is a certain reference to safety management.
