我国现存生产力布局是由既往的计划经济体制和我国特有的资源禀赋决定的。在能源、原材料基地远离加工工业区和集中消费群体的既定条件下,国民经济发展过度依赖运输业的格局短期内将无法根本改变。所以,为适应国民经济高速增长的需要,必须尽最大努力来建设一种高效、安全、可靠的运输体系。而铁路运输以其大能力、占地少、污染小和安全可靠等特点理所当然地成为这一运输体系的骨干。大力发展铁路运输业的关键是加大对铁路建设的投入,同时彻底改革目前不合理的铁路内部管理体制和僵化的经营机制。
The distribution of the existing productive forces in our country is determined by the planned economic system and the unique resource endowment of our country. Under the preconditions that energy and raw material bases are far away from processing industrial zones and concentrated consumer groups, the over-reliance on the transport industry in the national economy will not be fundamentally changed in the short term. Therefore, in order to meet the needs of the rapid growth of the national economy, we must make every effort to build an efficient, safe and reliable transport system. However, rail transport has naturally become the backbone of this transport system with its large capacity, small footprint, low pollution and safety and reliability. The key to vigorously develop the railway transportation industry is to increase investment in railway construction while thoroughly reforming the unreasonable internal railway management system and rigid management mechanism.
