针对一起公共卫生行政处罚案件听证会所暴露出的问题,结合《行政处罚法》、《山东省行政处罚听证程序实施办法》等法律法规进行了探讨。对于今后在公共卫生监督工作中,规范执法行为和行政处罚程序,提高执法水平,维护公民、法人和其他组织的合法权益,将起到积极的指导作用。
Aiming at the problems exposed by the public health administrative penalty cases hearing, this article discusses the laws and regulations such as the Administrative Punishment Law and the Implementation Measures of Hearing Procedure of Administrative Punishment in Shandong Province. It will play a positive guiding role in the public health supervision in the future, standardize the procedures for law enforcement and administrative punishment, improve the level of law enforcement, and safeguard the legitimate rights and interests of citizens, legal persons and other organizations.
