根据淮河流域历史的洪涝资料,阐述了洪涝灾现状及分布,分析研究洪涝灾形成机制,并提出洪涝灾威胁趋势评估及减灾对策措施.“,”On the basis of the historical records, the present situation, distribution and potential causes of the flood and waterlogging disasters in the Huaihe River basin are studied. Estimation and judgment of the disaster tendency are made and some countermeasures for disaster reduction are proposed in this paper.
