各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:我省是农业大省,年产农作物秸秆(以下简称秸秆)一般在7000万吨左右。近年来,在各地、各有关部门的共同努力下,全省秸秆综合利用工作取得了一定进展,但由于受技术水平、资金投入、作业成本和传统观念等因素的影响,全省仍有46%的秸秆没有得到充分利用。每年三夏、三秋期间,部分群众为了赶农时、图方便,大量焚烧作物秸秆,秋收秋种时节尤为严重。这既浪费了资源,又污染了环境,有时甚至影响了航空、高速公路和铁路的正常运行,损害了我省经济建设和对外开放的形象,必须引起高度重视。为进一步加强秸秆综合利用与禁烧工作,现就有关问题通知如下:一、提高认识,明确秸秆综合利用与禁烧工作
