2004年9月,党的十六届四中全会审议通过了《中共中央关于加强党的执政能力建设的决定》(以下简称《决定》)。党中央作出的这个决定,顺应时代发展的潮流,顺应党心民心,体现了以胡锦涛为总书记的新一届中央领导集体的远见卓识和“立党为公、执政为民”的理念。《决定》就加强党的执政能力建设的一系列重大理论与实践问题进行了深入的阐述,应当认真学习,深刻领会。
In September 2004, the Fourth Plenary Session of the 16th Central Committee of the Party examined and adopted the “Decision of the Central Committee of the Communist Party of China on Strengthening the Building of the Party’s Ability to Govern” (hereinafter referred to as “the Decision”). This decision taken by the party Central Committee follows the trend of development of the times and complies with the hearts and minds of the party and the people, embodies the vision of the new central leadership collective with Hu Jintao as general secretary and the principle of “building the party for the public and governing for the people” . The Decision elaborates on a series of major theoretical and practical issues on strengthening the party’s ability to govern and should conscientiously study and deeply comprehend it.
