良好的发展环境是一个国家和地区综合竞争能力的集中体现,也是一个地区经济是否具有活力和能否快速发展的关键。经过50多年特别是改革开放20多年来的发展,我国各地区在交通、电力、能源、基础设施等硬件环境方面都有了很大改善,可以说这些已经不是制约经济社会发展的主要因素了。特别是在我国市场经济体制逐步建立和完善、经济结构调整步伐加快并已加入WTO的新形势下,在进入21世纪经济全球化和以信息技术为核心的新技术革命迅猛发展的大背景中,各地经济环境竞争的焦点将主要集中在政府的综合管理与服务水平等软件因素上。一个地区若要在新一轮的国际、国内争夺新经济发展资源的竞争中占据主动,寻求到新的发展机遇,实现跨越式发展,必须切实提高自身的管理与服务水平,优化发展的软环境。
A good environment for development is a concentrated reflection of comprehensive competitiveness of a country and a region, and is also the key to whether a regional economy is viable and capable of rapid development. After more than 50 years of development, especially over 20 years of reform and opening up, all the regions in our country have made great improvements in the hardware environment of transportation, electricity, energy, infrastructure and so on. It can be said that these are not the main factors restricting the economic and social development. Especially under the new situation in which the market economy system in our country is gradually established and perfected, the pace of economic structural adjustment is accelerated and China has joined the WTO, in the context of the rapid development of the new technological revolution with economic globalization and information technology as the core in the 21st century, The focus of competition in various economic environments will mainly focus on software factors such as the government’s overall management and service levels. If a region is to take the initiative in the competition of a new round of international and domestic competition for resources for the development of the new economy, seek new opportunities for development and achieve leapfrog development, it is imperative to effectively improve its own management and service levels and optimize its soft environment for development.
