上海经济发展面临重大转折,九十年代如何以开放、开发浦东为契机,振兴上海经济,已引起全市人民的极大关注。为制定“八五”计划和十年规划,本文拟就九十年代上海开放、改革、发展,提出一个大体思路。一、上海八十年代的历史遗产与九十年代的战略选择八十年代,在党的十一届三中全会精神的指引下,上海以经济建设为中心,贯彻改革开放方针,制定和实施了上海经济发展战略和城市总体规划,取得了一定成效。国民生产总值
Shanghai’s economic development is facing a major turning point. In the 1990s, how to open up and develop Pudong as an opportunity to rejuvenate the Shanghai economy has caused great concern to the people in the city. In order to formulate the “Eighth Five-Year Plan” and the 10-year plan, this paper proposes a general idea on the opening up, reform and development of Shanghai in the 1990s. I. Historical Heritages of Shanghai in the 1980s and Strategic Choices of the 1990s In the 1980s, under the guidance of the spirit of the Third Plenary Session of the 11th Central Committee of the Communist Party of China, Shanghai took economic construction as the central task, implemented the principle of reform and opening up and formulated and implemented Shanghai’s economic development strategy and urban master plan have achieved some success.
