开展新型农村养老保险工作,既是解决广大农牧民老有所养问题的客观需要,也是加快建立覆盖城乡居民社会保障体系的必然要求。新疆鄯善县新型农村养老保险制度实施以来,虽然取得了可喜的成绩,但在实施过程中也暴露出不少问题,针对这些问题,完善鄯善县新型农村养老保险制度,应改变新型农村养老保险缴费办法,探索合理的新型农村养老保险地方财政补贴方式,加快完善和改进新型农村养老保险管理体制。
