本文建立中国高技术产业研究部门与开发部门之间的关联模型,运用动态网络SBM模型测度了2010—2013年中国各省市高技术产业创新活动的总体效率、时期效率、部门效率以及时期部门效率水平。结果显示:中国高技术产业的创新效率整体处于较低水平且地区差距明显;大多数省市高技术产业研究部门对技术创新的贡献度低于开发部门;研发经费、人员及专利等投入要素普遍存在冗余。今后应从强化高技术产业的基础研究、加强区域技术资源整合、提高专利技术水平等方面入手,提高中国高技术产业研究和开发部门的创新能力协调度及技术资源配置效率。
This paper establishes the correlation model between Chinese high-tech industry research department and development department, and uses the dynamic network SBM model to measure the overall efficiency, the period efficiency, the department efficiency and the departmental efficiency level of the high-tech industry innovation activities in various provinces and cities in China from 2010 to 2013 . The results show that the innovation efficiency of high-tech industry in China is generally low and the regional disparity is obvious. Most high-tech industry research departments in most provinces and municipalities make less contribution to technological innovation than their counterparts in the development sector. The input elements such as R & D funds, personnel and patents are common There is redundancy. In the future, we should start with strengthening basic research in high-tech industries, strengthening the integration of regional technical resources, and improving the level of patents and technologies so as to improve the coordination of innovation capabilities and the efficiency of the allocation of technical resources in the R & D department of high-tech industries in China.
