当前,建立官员财产公示制度已成为社会共识,但由于官员抵触心理、配套制度体系不完备、民众观念偏差和参与意识不强等多方面阻碍因素的存在,我国推进官员财产公示制度仍然步履维艰。贯彻党的十八届三中全会精神,必须总结国内外经验,强化顶层设计,率先推进新提任领导干部财产公示,完善金融实名、不动产登记等配套制度,发挥群众和舆论监督作用,逐步形成较完善的官员财产公示制度。
At present, the establishment of officials property publicity system has become a social consensus, but due to official opposition, incomplete system of supporting systems, the concept of public opinion and poor participation in many aspects such as obstacles, China’s government officials to promote property disclosure system is still struggling. To implement the spirit of the Third Plenary Session of the 18th CPC Central Committee, we must sum up experiences both at home and abroad, reinforce the top-level design, take the lead in promoting publicity of new property for leading cadres, perfect supporting systems such as financial real names and real estate registration, give full play to the role of masses and public opinion supervision, Better system of property publicity.
