中共制定重大政策的党群合作决策,有着厚实的价值、制度与方法基础。调查研究与确定议题、发出通知与征求意见、广纳建议与起草方案、下发方案与多方论证、政治协商与会议通过是党群合作决策的基本程序。党群合作决策机制由组织领导机制、吸纳意见机制与文本创作机制构成。党群合作决策绩效可由多方评估。
The CCP has made major policy decisions on party-mass cooperation with a solid foundation of values, systems and methods. Investigate and identify issues, issue notices and solicit opinions, adopt proposals and drafting proposals, issue proposals and multi-pronged proofs, and conduct political consultation and meeting adoption are the basic procedures for the decision-making of the party-masses cooperation. The decision-making mechanism of the party-group cooperation is composed of the organizational leadership mechanism, the mechanism of absorbing opinions and the mechanism of text creation. The performance of party-group cooperation decision-making can be assessed by multiple parties.
