一、国有企业向何处去?深化国有企业改革,已成为当前改革的重点、难点。国有企业改革的方向就是适应社会化大生产和市场经济的需要,建立现代企业制度,到本世纪末基本建立起与社会主义市场经济体制相适应的企业运营机制和现代企业制度的框架,使国有大中型企业在社会主义市场经济中继续发挥主导作用。中国国有企业改革就是要探索出一条把公有制和市场经济相结合的路子,搞好国有企业,提高经济增长质量和效益。因此,搞好国有企业的立足点就是搞活整个国有经济。正是从这一点出发,资产运营活动在国企改革中就占有重要地位,每一个国有企业的总经理只有切实做好这方面的工作,才能确保改革的成功。
