我国政府行政性收费混乱问题,经过几年的综合治理,虽然有较大改善,但离规范化要求还有较大差距。主要原因是政府行政体制改革滞后、分配制度不合理、财权分散、部门利益人格化、法制不健全和稽查监督不到位等。要解决这些问题,必须对政府收费进行全面整顿,按照社会主义市场经济改革的要求,建立有中国特色的公共财政体制框架下的政府收费管理机制,规范政府收费行为,以期达到法制化、规范化和效益最大化。
After years of comprehensive management, although there has been a great improvement, there is still a long way to go before the standardization requirements are met. The main reason is the lagging government administration reform, the unreasonable distribution system, the dispersion of financial rights, the personalization of departmental interests, the imperfect legal system and the inadequate supervision and inspection of auditing. To solve these problems, government fees and charges must be fully reorganized. In accordance with the requirements of the socialist market economy reform, a government charge management mechanism under the framework of a public financial system with Chinese characteristics should be established to standardize government fees and charges so as to achieve legalization, standardization and Maximize benefits.
