The State Council General Office recently issued “Opinions on Reforming and Perfecting the Postdoctoral System.” The Opinion clearly states that postdoctoral applicants should generally be newly graduated PhD graduates and should be under 35 years of age. In-service postdoctoral researchers should be colleges and universities, research institutes mainly teaching and research staff, and strictly control the ratio. Set station units may not recruit leading cadres of party and government organs in-service post-doctoral research.
