山东肥城矿务局陶阳煤矿工会建立的职工安全管理档案,是运用安全系统工程的分析方法,通过对职工在生产过程中出现的违章行为,进行建档分析,从中找出安全观念薄弱人员、薄弱环节,经过跟踪检查、跟踪教育等一系列做法,处理或控制生产中存在的不安全因素和可能发生的事故,起到超前预防的功能作用。此档案始建于1987年,在全矿及各生产区队施行,促进了安全生产。1992年在肥城矿区各生产矿井中推广应用。由于此档案管理系统简单、科学、有效,1993年被山东省煤矿工会群众安全监督检查委员会在全省煤炭系统中推广应用。
