近些年,我国农村改革陷入胶着状态,其表现在:农民增收缓慢,各种负担没有彻底减轻;农产品价格下跌,出现大范围“卖难”,结构调整效果不显著;部分地区干群关系紧张,农村社会不稳定因素增加。
