县域规划工作,在建设部、全国农业区划委员会、国家科委和民政部四个部委的积极倡导下,即将在全国全面展开。由于这项工作在我国尚属首次,学术界对其涉足较少,各地的理解认识很不一致,县域规划缺乏一套完整而统一的理论作指导,在一定程度上影响了工作的开展。为促进县域规则工作的顺利进行,本文在对湖北、湖南、浙江等地实际调查和对前人研究成果分析的基础上,试就县域规划的概念、目的意义,原则及规划内容等基本问题作以探讨,以期对各地工作有所裨益。 一、县域规划的概念
