坝上地区生态环境对京津冀地区环境质量具有重要作用,对于现有成熟或过熟林进行合理改造才能维持环境的可持续发展。退化林改造必须本着逐年递进,多树种、多模型等原则,通过严格管理、达标拨款、保护现有植被等方式,使之形成结构合理、生长良好、功能完备的生态防护林体系和具有坝上特色的旅游资源。
