马南风(1911—1977),原名马化麟,号次龙,陕西省绥德县马家川乡梁家甲村人。他是陕北早期革命者中的杰出代表,创建了绥德东区革命根据地和陕北游击队十二支队,1937年延安建市时任第一任市长,建国后任中国人民建设银行第一任行长。马南风父亲为秀才,堂兄马育麟是光绪癸卯年(1903年)进士。他自幼随父读书,后毕业于绥德义和小学。1925年考入陕西省立第四师范学校,在校长李子洲等人的启蒙教育下,接受了马克思主义,加入了共产主义青年团,次年
