党的十七届四中全会的一个重要议题就是加强和改进新形势下党的建设,党内民主建设是党的建设的一个重要方面。文章主要以全会中通过的《中共中央关于加强和改进新形势下党的建设若干重大问题的决议》为研究对象,对党内民主建设的重要性、指导原则、基本目标与实现途径等方面进行了简要分析。
